City Ordinance Amendments – Chpt. 7, Classification & Pay Plan, Sec. 7-17, Exhibit A:

- Add position of Veterans Agent - Grade F

- Add position of Arts & Culture Program Director - Grade E

- Add position of Associate Planner - Grade D

- Add position of Director of Planning & Community Development - Grade G  - Change title of Asst. Planner  to Senior Planner - Grade E

- Change Planner position from Grade G to Grade F

- Remove 5 positions (obsolete/redundant/absorbed into other positions)

City Ordinance Amendments – Chpt. 7, Classification & Pay Plan, Sec. 7-17, Exhibit B: Substitute the current Exhibit B, Salary & Wage Scale, dated July 1, 2022 as on file in the Office of the City Clerk with a revised Exhibit B, Salary & Wage Scale effective July 1, 2023, which includes the following changes:

- Remove 1st four steps & add to end of pay scale (keeping 12 steps)

- Change increase between steps from 2.5% to 3%

- Move Jan. 1st increase to July 1st each fiscal year

- Move employees to new pay scale & add two additional steps

Intra-Departmental Transfer:

- $1,250,000.00 for Old Town Hall Phase II:  Construction of a new ADA accessible entrance & elevator

Supplemental Appropriations:

- $510,000 to the Easthampton Public Library (aka Emily Williston Memorial Library) operational account.

- $150,000 for electricity costs at the Water Dept.

- $300,000 for WWTP electricity, treatment chemical, heating and sludge disposal costs

-$50,000 for contingency funds – Cherry St. reconstruction project

- $20,000 for electricity/membership costs of city’s EV and bike charging stations

- $50,000 for maintenance needs at City Hall & Public Safety Complex

- $125,000 for maintenance needs at 3 vacant schools & lodging house (75 Oliver St.)

- $30,000 for engineering construction phase services – Union St. reconstruction project
